Social Capital Solutions, Inc. (SCS) was established in the summer of 2010 to address health and educational needs among disadvantaged communities with limited English-speaking proficiency.
We are a SBA certified 8(a) Economically Disadvantaged Woman-owned Small Business (EDWOSB) and Virginia certified Micro and Small Woman- and Minority- owned (SWaM) business incorporated in the Commonwealth of Virginia that supports a team of highly skilled working professionals with diverse skills and talents.
We specialize in providing professional consulting and management services, including program, project, and grants management. We provide research, strategic planning, and project implementation services. We are experienced curriculum designers and training facilitators. Our team provides technical assistance and leverage resources for nonprofit clients that seek to build capacity to provide educational, social, and health equity programs and services to individuals who wish to improve their overall quality of life and build a strong supportive community.
We also coordinate with independent manufacturers and suppliers to source quality personal protective equipment (PPE) and medical supplies to nonprofit organizations as well as federal, state, and local agencies to support the health and safety needs of first responders and public health workers.

Founder & CEO
Amy Trang, Ph.D., M.Ed.
Dr. Amy Trang, Ph.D., M.Ed. is a social entrepreneur with experience in building public private partnerships. She is the founder and CEO of Social Capital Solutions, Inc. (SCS) and oversees the Nonprofit Services and Government Contracting projects for the company.
Before starting SCS, Dr. Trang was the Multicultural Outreach and Community Planner at the Fairfax Area Agency on Aging under Fairfax County Department of Family Services from 2008 to 2013. Beginning in 2013, Dr. Trang transformed SCS from a pro bono consulting service to a professional management and consulting company that primarily work with not-for-profit entities until it eventually expanded operations to include global investment companies.
Dr. Trang has been considered a field expert in “Promising Practices among Multi-cultural and Multi-lingual communities” for state and national conferences relating to policies for “Immigrants and Aging in America.”
She was the Chairwoman of the Fairfax County Police Chief’s Diversity Recruitment Council from 2018 to 2022 and was tasked assist in increasing gender and ethnic diversity in the department as well as reform internal policies and professional development training relating to intrinsic biases. From 2013 to 2016, she also served as Chairwoman on Loudoun County Multicultural Advisory Committee to address equal employment opportunities to increase diversity in Loudoun County Government’s workforce. From 2008 to 2013, she was an active member of Fairfax County Health Department’s Multicultural Advisory Council. Dr. Trang was also contracted by Fairfax County Public Schools in 2015 as a curriculum writer for the Vietnamese language Program of Studies; this was the first time the Vietnamese language was introduced to the public school system in Virginia.
Dr. Trang completed her doctorate degree in Public Policy from George Mason University School of Public Policy after transferring her doctoral studies in Culture and Values of Education from McGill University. For her doctoral dissertation, Dr. Trang quantitatively measured the effects of social capital building through a national nonprofit organization (i.e. Girl Scout of the USA) using multivariate regression analysis and path models, followed by qualitative interviews among her study subjects. Her field study focus was on social capital and organizational management, which is the foundation of Social Capital Solutions, Inc.
She earned her master’s degree in Social and Psychological Foundations of Education from the University of Virginia (UVA) School of Education and Human Development, and her bachelor’s degree in International Studies from George Mason University.
Dr. Trang has been an adjunct faculty at UVA since 2000, where she has taught Sociology of Education, Education in Multicultural Societies, Anthropology of Education, Critical Education Policy, Comparative Education, and Asian Education. She was one of the first faculty at UVA to successfully pilot an online course in 2015.
She also holds active Real Estate Broker licenses in Virginia and Maryland as the Principal Broker at Tetra Global Real Estate, LLC.
